The planning of major urban transformations is a strategic act for cities that requires a vision capable of dealing with challenges of a super-local scale, but also of responding to demand with solutions that fall within the contemporary model of the resilient city. From this perspective, the "Porto di Mare" area in Milan is an emblematic case of the management of transformation areas by the public administration, highlighting opportunities related to the enhancement of local resources, including those of a cultural and design nature. This text is a contribution to the debate on the regeneration of urban systems, identifying sporting functions as an opportunity to trigger synergies between social demand and the need for economic sustainability of the interventions. In particular, the need of Milan to equip itself with a swimming center suitable for national and international events and, at the same time, to meet the deficit that practitioners of these sports encounter, finds an answer in the design hypotheses proposed. This publication wants to underline the importance of a strong public guidance in identifying the strategic functions for the transformation of the city within a wider metropolitan area.
