The complex of administrative and office buildings was implemented as a result of winning an international architectural competition held in 2007. The large scale of the complex and the complexity of the architectural and urban planning concept meant that the implementation of this project took almost 20 years, however the competition project’s architectural and planning designs did not lose their relevance.

Nevskaya Ratusha is an administrative and business quarter, uniting business centers, hotels, retail and service infrastructure facilities, as well as public spaces within its territory. The complex consists of two rows of buildings with simple geometry, situated along the long sides of the site and radiating from the main administrative building. The same distances between the buildings and the repeating dimensions of the buildings themselves form a rhythm of secondary passages that connect the complex with surrounding areas. It is significant that all entrances are also connected by a two-story gallery, which connects all the buildings of the complex along the perimeter of this central square and makes moving between the buildings comfortable in any weather.
The design of the facades creates a modern, impressive and distinguished look for these administrative buildings. The abundance of glass in combination with light-colored natural stone used in the colonnades, pilasters, portals and cornices looks great in any lighting and in any weather. The facade of the main building features an extended colonnade of 16 round columns 30 meters high. The colonnade stands 6 meters away from the outer wall and is covered with a canopy made of glass and stone beams. The side facades are adorned with semicircular stone pilasters, and the facade facing the internal square also features a colonnade of 22 round columns and a canopy. The base is faced with Africa Nero granite, while the main facing material is natural, light-colored Travertino Romano (Italy). This material is present in all other buildings of the complex and is supplemented with other types of stones with a distinct design for each building. As a final compositional element in the complex, a ten-story building with a teardrop shape and softened plasticity supports and expands upon the complex geometry of the main building.
A unique artistic language was developed for each of the buildings, which for some buildings relied on decorative patterns, and for others on the contrary, on a strict rhythm of geometric elements: designed within the framework of a unified design code, each of these buildings received a distinct architectural appearance, allowing them to be easily identified in the arrangement of the ensemble.
