The Neighborhood Center is located in a long and narrow plot of land, surrounded by residential complex,, schools and natural river. The design emphasizes the concept of mixed development and serving the community. The functions such as neighborhood center, office and commercial areas, dining and entertainment, and sports park realize integration, the river resources on the east side are fully utilized, and the multi-functional and three-dimensional sports park on the south side is reasonably planned. A variety of elements jointly constitute the intelligent core that can reflect the diversity of public places in the region, forming a major highlight of Deqing Geographic Information Town.

The site is approximately 260 meters long and 35 meters wide. The design resolves the overly long form through turns and voids, and the tiered terraces on the north side as the stands of the sports park enhance the connection among residents, buildings and the site. The interface towards school and urban road highlights the "cultural landmark" of the neighborhood center, which adjusts the rotation angles of the vertical lines to emphasize the two diagonal lines, thereby creating an implicit and corresponding relationship with the overall form of the building. The parametric translation of the mountain-shaped form brings a relaxed and cheerful psychological experience to the residents, also, it can be used as an external shading to reduce the overall energy consumption.
The project integrates commercial benefits and public welfare services. The community health station and convenience service hall, which are closely related to residents' lives, are located on the south side of the first floor, while the remaining community functions are arranged on the top floor. People can easily access the aforementioned spaces through a separate lobby. The first and second floor functional spaces are collectively positioned as life supermarket. To enhance the commercial value of the third and fourth floors, an escalator is arranged along the street side, allowing direct access to the third floor, and stairs on the third-floor sky platform can lead to the other floors. The exterior corridor can connect multiple terraces, thereby enriching the originally narrow and monotonous commercial flow line. In the future, the fully open sky terrace can be transformed into leisure area, dining area, or even small garden space according to residents' preferences. In this way, interaction and communication among neighbors can be promoted, and the community can truly gain an open, relaxing and leisurely neighborhood center. On the north side of the land, there is a sports park covering an area of approximately 2,400 square meters, equipped with three-person basketball court, five-person football field, gateball court and non-powered recreational facilities, which can meet the usage needs of community residents of all ages.
Unlike community commercial service centers, a neighborhood center features a broader scope of coverage, as it not only involves community commercial services but also integrate multiple functions such as life services, cultural and entertainment, sports, medical care and education, aiming to provide one-stop services for residents of all ages in the surrounding area.
