Metro Center and its surroundings have been a central focus of Dublin’s planning efforts for over a decade. The Metro Center Revitalization Plan builds on earlier initiatives, including the Legacy Office Competitiveness Study, the Dublin Corporate Area Plan, and the original Metro Center Vision Plan. Through comprehensive site analysis, stakeholder engagement, and a regional market study, the design team developed a series of iterative design concepts. These efforts yielded three scenarios that transformed surface parking into habitat-rich, high-performance landscapes while increasing density and land use diversity. A preferred scenario was selected and refined, culminating in the vision for Dublin Metro Center.

The Metro Center Revitalization Plan redefines its suburban context by transforming a car-centric office park into a walkable, ecologically integrated district. It connects urban development with nature through adaptive open spaces, reimagined stormwater systems, and multimodal mobility. The landscape becomes infrastructure—filtration, habitat, and public amenity—blurring the line between built and natural environments. By enhancing access, reducing car dependence, and restoring ecological function, the project establishes a sustainable, connected dynamic between urban life and the surrounding landscape.

Open spaces are designed for year-round comfort, providing shade in summer and warmth in winter to create a welcoming destination with amenities and activities for all.

The Metro Center Revitalization Plan prioritizes sustainability through adaptive reuse of land, native plantings, and innovative stormwater systems that double as public amenities. Strategies include reimagined detention basins with filtration landscapes, bioswales, and wetlands to improve water quality and biodiversity. Materials emphasize ecological restoration, while technologies focus on green infrastructure, pedestrian and bike mobility, and phased implementation for long-term resilience and climate adaptation.

The district is re-imagined to attract the next generation of employers, positioning Metro Center as a key economic engine for the 21st century.

This transformative plan turns a dated suburban office park into a resilient, mixed-use district defined by ecological restoration, stormwater innovation, and enhanced connectivity. Historically a car-dependent, single-use employment zone, the site is reimagined as a walkable, sustainable urban center. The plan introduces a network of multifunctional open spaces, native plantings, and adaptive stormwater systems that serve as both ecological infrastructure and community amenities. A central green corridor, reconfigured roads, and traffic-calmed streets prioritize pedestrians, cyclists, and transit users while maintaining essential vehicular access.


Guided by four principles—placemaking, balance, water system reimagination, and mobility—the project strategically integrates dense development with accessible green space. Public plazas, cultural features, and event-friendly landscapes foster year-round engagement and economic vitality. A phased implementation ensures resilience and adaptability over time. The project sets a national precedent for retrofitting aging suburbs through landscape-driven design and is a model of how sustainable development, climate adaptation, and public health can align in a revitalized urban form.

The first catalytic projects are important to establishing a new identity and transformation at Metro Center that will inspire new reinvestment by current owners while attracting developer interest and investment for new projects.
“The Plan and planning process have been a powerful communication tool to engage property owners within the office park, nearby residents, development partners, and other stakeholders. Since its unanimous adoption in December 2024, the Plan has already been a helpful tool used by City staff and our Planning and Zoning Commission to review development proposals, guide our Capital Improvement Plan, and help facilitate discussions with potential implementation partners."
