Employing an innovative EPCO (Engineering, Procurement, Construction, and Operation) model orchestrated by the design team, Changchun Jingyue Central Park enables seamless cross-disciplinary collaboration among diverse stakeholders through innovative methods, processes, and technologies. The design embraces a “dynamic + adaptive” strategy, supported by advanced digital modeling, intelligent construction techniques, and eco-friendly materials. These integrated approaches have yielded distinctive landscapes tailored to the region’s frigid climate, improved construction precision and efficiency, and ensured a high-performing, resilient public park.

Borderless Urban Park

The project spans about 121 acres, serving a surrounding population of about 300,000 residents. A large residential community and university campus border the site to the north, while commercial offices and a secondary school lie to the south . Within a 5-km radius of the project site, there is a notable absence of high-quality urban public spaces and park greenery. An elevated highway and a municipal river traverse the site, Which Managed by separate government authorities. Municipal plans mandate the development of an urban park and public space on this site, requiring completion within 18 months (including a 5-month frozen ground period), while maintaining high standards of operational maintenance.

Cross-Stakeholder Synergy

  • Digital Design

Using Ameba technology combined with Rhinoceros-based visual programming and simulation, the structural design of the children’s play equipment was optimized, resulting in a unique play space tailored for kids.

  • Intelligent Construction

The east and west observation decks were built using robotic fabrication with glulam timber, achieving complex joint details and refined surface finishes. Concrete 3D printing produced 33 precise “snowflake” pattern pavers, embedding the region’s winter culture into the landscape.

  • Sustainable Materials

3D-printed components using modified ABS plastic improve resilience in extreme climates while minimizing material waste.

Designer-Led Coordination

  • EPCO Collaboration Led by the Design Team

Under a design-led EPCO model, coordination spanned planning, design, construction, and operation, while also integrating market research, value assessment, and operational strategy. This multi-loop collaborative approach ensured synergy across all project phases. Including design, construction, and operation.

  • Cross-Disciplinary Synergy Based on "Macro-Landscape" Approach

Guided by the landscape discipline, the collaboration integrated planning, programming and architecture. The design ingeniously repurposed large volumes of on-site soil, interweaving buildings with pedestrian circulation to create a cohesive environment.

  • Adaptive and Dynamic Design Methodology

Except zones with clearly defined functions, other areas were kept programmatically flexible. Guided by operational needs, the landscape and architectural designs were continuously refined throughout the process.

  • Reactivation of Elevated Infrastructure

Beneath a 2-kilometer elevated roadway (about 5 hectares of space), five distinct zones provide round-the-clock social and recreational spaces for the community.

  • Operational Programming

The EPCO team stewards the park’s operations by organizing weekly markets and events, collaborating with external partners to host camping festivals, and introducing university-led construction festivals to the park. It also supports resident-initiated activities. Together, these efforts greatly enhance community engagement.

Multidimensional Slow-Traffic Network
By employing a design-led EPCO model, the project achieved extensive cross-disciplinary collaboration among diverse stakeholders and professions. Innovative methods, processes, and technologies infused operational thinking into every phase, elevating professional standards and operational efficiency while advancing community participation, social equity, and environmental sustainability.
