The project involves the complete reconstruction of the "Libero Liberati" Stadium, only the glorious playing field will remain unchanged from the original site dating back to the time of construction of the sports facility. The new stadium mends the site with the western part of the city, integrating with the contiguous areas in progress of redevelopment, essentially going to configure an expansion of the center of Terni.

Currently, the Libero Liberati Stadium is in fact placed in a sort of orographic depression which in fact separates it from the urban context and forces citizens and supporters to climb a lot of stairs or walk long pedestrian paths in mixing with the non-secondary traffic of Via dello Stadio and Via Leopardi. The project provides the zeroing of the difference in height with a "base" that will allow pedestrian access to the facing along Via dello Stadio, to a large contemporary square and subsequently to ther entrances to it level at the new stadium.

The vertical elevation below has a finish in stainless steel panels, fixed and positioned in such a way as to also allow widespread ventilation of the enclosure, and correct ventilation for guarantee the thermo-hygrometric comfort of the spectators. The panels have a "matte" surface finish to allows light to be refracted without reflecting it, both during the day and artificially during the night. This "skin" alludes to the legend of Thyrus, the winged dragon whose graphic memory is preserved in the emblem of the city and of the football team. The “steel skin” at night will be also illuminated with plays of light that allude to the colors of the team. The project provide small groups of trees and a part of the parapets are turned into planters and vertical green sections.

The project therefore, taking advantage of the current jump in altitude between the viale dello Stadio and the sports facility, greatly increases the open spaces that can be freely used by citizens, providing for two large areas:the first, at the level of the existing sports field, where the playing field is located, the new sports facilities of the Stadium, the new covered car parks, the commercial, is characterized by the presence of new uncovered car parks and a large pedestrian square equipped with furnishing elements, both made with permeable materials and thickly planted with trees. The second one, located on the roof of the aforementioned rooms at the level of the stadium avenue, consists of another large pedestrian plaza, where all the public entrances and exits to the stadium, a building for catering and one for commercial use are locted. The square has been equipped with large hanging flowerbeds: they host seats and medium-sized shading trees. The two squares connected by ramps, stairs and lifts that can be freely used even during sporting events, are characterized by walls with vertical "green". The grandstands will all be completely covered, guaranteeing comfort and safety. In the highest level of the stands, there is an annular functional ring on which various services and activities stand, including stations for television filming, for security and control by the police and the sky boxes, "hung" to the steel structure of the roof.

The ambitious idea is to identify the work as the monument of identity and recognition of Terni, for the steely character of its inhabitants "Hard as steel". The client said: "We will build an amazing Stadium, able to host Champions League matches and World Cup matches. A Stadium that will brag itself to be bornt in connection with a Centre that develops the research, a health clinic available to citizens, in collaboration with the Hospital and local healthcare".
