Gloucester City Centre Campus: A Model of Urban Regeneration

Combining conservation and redevelopment, the transformation of the historic Debenhams building will bring new life and social value to downtown Gloucester

The transformation of Debenhams into a sustainable new city campus for the University of Gloucestershire

An icon of British art deco architecture, a former Debenhams department store in central Gloucester is to be reborn as the University of Gloucestershire’s new city campus. Led by ADP Architecture, the project is transforming a historic city landmark into a contemporary education and community hub:

 The project is more than a retrofit, it’s architecture as urban repair, a bold statement about the future of our cities, where underused retail spaces can be reborn as engines of education, community, and renewal" (Natalia Lopez, Associate Director at ADP).

The project is part of a wider regeneration plan already under way in Kings Square, Gloucester’s main square. As a driver of vitality and culture, the presence of the university is aimed at increasing the city’s social value by creating jobs, reinvigorating the city center, adding local dynamism, and strengthening civic pride.

The campus, which will be the new home for the university’s Education, Psychology, and Social Work programs, will accommodate over 1,200 students and staff. It will also integrate several community services, including a new Arts, Health, and Wellbeing Centre.

The project is still in progress. To date, the lower two floors have been restored. Once the remaining three levels are complete, the building will also include publicly accessible facilities, including Gloucester’s main public library.

Preserving memories

The building sits in the heart of the Gloucester City Conservation Area, a protected zone for its architectural and historic importance. Accordingly, the project involves a complex retrofit intended to preserve most of the original structure and envelope.

The architects worked closely with the conservation officer to preserve the multiple layers of the building’s history, spanning the early 1900s, 1930s, and 1950s. The art deco façades were carefully restored, including the leaded tracery of the original display windows.

Inclusivity and sustainability

The project also emphasizes sustainability and accessibility. Retaining the existing structure meant preserving embodied carbon and, therefore, reducing the overall environmental impact. The complex has been overhauled to meet contemporary energy standards through low-emission technologies, including air-source heat pumps, upgrading the building’s thermal envelope, and intelligent systems for ventilation, cooling, and lighting.

The low-carbon approach has also improved comfort and wellbeing for daily campus users, with bright, well-ventilated spaces open to the city. Inside, the design team has reorganized the floorplates to create new light shafts and wells, forming a “social ribbon” that connects spaces and encourages interaction. Clear wayfinding and spatial legibility for users are key elements of the design.

The transformation of Gloucester’s former Debenhams is more than an intervention on an existing building, serving as a replicable model of how architectural heritage can meet contemporary needs, while restoring social, cultural, and urban value.
